Already opened "Properties" window does not come to the foreground

When a Properties window for a file is already open and in the background, clicking on the "Properties" action does not bring it to the foreground.

To replicate:

• Create a new package and add content to it.
• Select a file, click Properties
  • The Properties window will come to the foreground
• Click on the DC Package Tool window
  • The Properties window goes to the background
• Select a file, click Properties
  • The Properties window remains in the background when it should come to the foreground.
