Add Climate Zone Data to Working dataset

DCDK volunteer Richard Johnson was working on issue #35 to connect CBC circles with climate zone information.

Tasks

• Review how he made the connections
• Do the connections make since, should they be updated?
• Is too much data missing, if a row has missing data, do we know why
• How can we add this data to our exisiting data? If possible create a notebook to combine the data. (Be sure to use example notebook as a guideline)

It turned out to be more efficient to use USGS available data and arc GIS to find the eco data of each station and Circle
