Incorporate additional pHD capabilities

Just making sure

• I have read the wiki and made sure, this feature is not yet in the plugin.
• I believe, that this feature is possible to implement.
• I made sure, that this feature has not been requested yet.

Problem

If all pHD capabilities were incorporated into DecentHolograms, pHD would no longer be required to manage the listed attributes, and could be retired.

Feature

Currently supported attributes

• permissions
• display range

Requested attributes; see pHD wiki for descriptions

• timed display
• display at specific times
  • IRL time
  • MC world time
• display duration
• flash on/off timing

These attributes are controlled by a combination of configuration options and hologram-specific attributes implemented as commands.

Alternatives

None (other than continuing pHD support for them)
