True non-ghost points not present for out-of-time particles shifted outside the detector

The truth labeling does not extend outside of the TPC volume, even though the points are legitimate. This can be seen as no cosmics have labels outside the TPC, or as always being labeled as ghost points (despite being legitimate points).

Note: this only impacts SBND, so could be related to upstream processes.
