Window border sizing issue on Windows.

The appears to be a discrepancy in the window bar's height on Windows specifically when setting the window to be non-resizable.

There's also another issue that I believe may be related, wherein which minimizing the window while set to non-resizable will shrink the window to the minimum possible size Windows can make it, leaving only the window bar and controls.

I've seen similar odd behaviors in other DLang libraries regarding locked window sizing, however. Is this a wider issue, if so is it known of?

Workaround
Adding...

... to your dub.json might do the trick for now.

I recall experiencing the minimizing issue with a throw away app I was working on a while back and, IIRC, I was able to reproduce it in C, though my memory could be off. @kayomn did you use a main function and not WinMain? I'm going to try to reproduce it when I get the chance and see if it's D only and, if so, figure out if it has something to do with Derelict. I don't think it would be, though. The only Derelict issue I could think of would be if there's a function declaration that's off somewhere that corrupts memory somehow.

From an old issue, it apparently has to do with the Derelict binding doing something funky under certain conditions and calling resizes. This has been an issue for a while and it never seemed to get resolved. This happens from just a basic SDL app to even more complex things.

I'm using int main(string[]). From my own experience the window sizing issue seems to affect a lot of D, but wasn't sure if the trend was a result of D itself or something specific to the utilities built using it.
