Editing information provided by requesters in VA calls

Description

As a VA coordinator I would like to change information provided by requesters, i.e. Platform for public data release, data storage system, file formats... This information is held by the digitizing institution, not by the requester. It would reduce communication with requesters, if those settings could be changed by VA coordinators

Steps to reproduce the issue

1. Try to edit information in an open request

What's the expected result?

• as VA coordinator being able to change settings below

• no editing possible
