Subject: [PATCH] feat(installer): emit min_runtime in the app manifest

Add "min_runtime": "${MIN_RUNTIME_VERSION}" to the registered-mode manifest
each sample installer writes, reusing the existing install-floor define so
the install-time .onInit check and the shell-side launch gate move together.
