This issue focuses on implementing Contract: Multi-Signature Registry for High-Value Event Emission to enhance the EventHorizon platform's security capabilities.

Background

As the protocol scales, we need robust solutions for security to ensure high availability, security, and a seamless developer experience for the Stellar Soroban ecosystem.

Technical Requirements

• Implement a multisig wrapper for sensitive event calls.
• Allow threshold configuration for different event types.
• Ensure non-repudiation of emitted events.
