Is this feature related to a problem?

Odom is absolute everything, which can make it annoying to program. Teams have proven consistency with relative motions in the past, so the option for relative odom motions should exist too

What should be added?

Relative odom, where your angle is still used absolute but your xy is relative to your current xy. This will increase the usability of odom.

This is annoying to add with the current setup of motion functions. This should happen after #270. So this is for 4.0
