Make precommit tests runnable (linting)

I’ve commented out the pre-commit hook for now because it was throwing linting errors during commits. The task is to format the .jsx, .js, and other applicable files (including rust) according to the ESLint and Prettier configurations, so that no errors occur while committing to GitHub.
