As other users have requested it, I'm currently working on it.
This requires non-trivial changes, and thus will be the opportunity to clean up some code and change my approach.

Changing size during runtime would solve my problem but I was initially just trying to create a constructor that takes up a size and creates an Array2DString but the inspector ignores it.

I will no longer give any hopes on when a change could happen due to my low self-discipline. 😅
I'm catching up on the various issues.
I was about to write a biiig chunk of thoughts, trying to guess what problem you actually want to solve.
In fact, I think it's simpler if you simply tell me more about your problem, because there are many things you may want to achieve by changing the array size at runtime: is it for a runtime-only change? (like adding some randomness to your data), or is it meant to be saved when exiting Play mode? (in this case it's a very different need and very different code to handle it)

Tbh add both, right now, outside runtime, I'm reading data from somewhere and I want to create a 2D array for it but I can't because of the size issue.

Adding my use case to this request: I'd like to be able to set a default value for an Array2D field on a script. It might look something like this:

public Array2DInt Grid = new Array2DInt({ {1, 2, 3, 4}, {1, 2, 3, 4} });

This would create a field with a default value like this in the editor:

1	2	3	4
1	2	3	4

If I were able to programmatically change the grid size I could write my own Array2D constructor that allows for this:

public class MyArray2DInt : Array2D<int>
{

  // ...
  
  public MyArray2DInt(int[,] cells)
  {
      SetGridSize(cells.GetLength(0), cells.GetLength(1));
      for (int x = 0; x < cells.GetLength(0); x++)
      for (int y = 0; y < cells.GetLength(1); y++)

      }
  }
}
