[BUG] Coral Features Cannot be Disabled #70

Describe the bug
When the config settings for generate_biomes and generate_underwater_features are set to false, the coral structures added to warm ocean biomes still generate and thus there is no clear way to disable them. No worldgen files are located in the data structure meaning they also can not be disabled using datapacks.

To Reproduce
In a world with those settings set to true, the new coral blocks generate in warm oceans. If set to false in a new world after a restart, they still generate.
