Subject: [PATCH] chore(renovate): keep upstream release notes out of PR bodies

Renovate quoted upstream changelogs into PR bodies, and the core
core-attribution check scans PR bodies for tool names, so any bump whose
notes mention one stayed red on every run (emkraan-apps #3478, #3480, #3501).
fetchChangeLogs off removes the quoted notes; the attribution rule is
unchanged (Apollo renovate-standard, 2026-10-30).
