as discussed in Slack, the MLIR Dialect bindings do not offer a improvement on checks or abstraction (they just call
create_operation).this PR is an experiment to check whether we can just remove them with no major consequences.
it should make
mlir-jl-tblgenunnecessary and make Reactant.jl and MLIR.jl easier to reconcile.
