Set up tagging for build process

Per Adrian's experiences here #81 , we can do better in terms of tagging releases

Hendrik will exercise a release with a 9.3.1-beta.1 tag, we have a script in https://github.com/Euro-Office/DocumentServer/blob/main/scripts/tag_release.sh for tagging accross repositores.

@rikled Can you check if there is more to do for us on the tagging side? Otherwise we could close this one i think
