Revamp/ Edit Contributions guidelines to add the PR Template

The current Readme.md contains links to the markdown file - https://github.com/FSOC-OSS/Fsoc-level-hard/blob/main/CONTRIBUTING.md

But this file is empty.
Hence contributers don't have any template to use to while raising PRs

the Contributing guidelines link is empty ...
