Sometimes widget.js loads after the faslet-app tag is loaded in the DOM

The file widget.js is responsible for putting the Faslet global object together. This needs to be built before the Faslet app initializes from the DOM. Currently there are some situations we don't fully understand where this does not happen.

It seems to be related to Javascript settings being different from this (I'm thinking not merged, set to bottom of page?).

A work around is in place in the faslet-app code, that when it detects it is running the module, it waits for the _faslet global before loading.
