As of VS version 1.20.11, the Threshing Flail cannot be crafted.
The recipe shows up in the handbook, but putting the ingredients in does not give a result. This happens regardless of the durability of the knife and hammer used in the recipe.
This issue does not pertain to the Sturdy Threshing Flail.
Looking at the recipe code, it seems that the normal leather is potentially being referred to incorrectly.
