Last steps before Phase II

In preparation for demo + to clean up before working on bigger testnets here are some things

• Get devnet boost working correctly on first shot
• xchain daemon not listening to ctrl-C has to be fixed
• get lotus-miner "actor version 14 not recognized" stuff fixed so that boost deal actually lands into sealed sector and verify everything is good with that
• get Cleanup config #16 figured out
• Figure out how to handle HTTP head from boost transfer without fetcing from the buffer. This way we can avoid fetcing the data twice.
