feat: add sprint velocity tracking with trend analysis

- velocity subcommand: fetch past N cycles, compute issues/points per sprint
- tabled output with color-coded completion percentages
- ASCII bar chart of points completed per cycle
- trend analysis: improving/declining/stable with colored arrows
- JSON output mode with structured data
