Adjust timezone to country

For channels with a physically very local audience like German we should use just the local time offset.
For channels with a geographically more widely spoken language like English we should pick a sane default (EN US vs EN EU) and append which timezone is displayed.

Also check if Telegram supports some syntax for localizing times like Discord does, in this case the above is obsolete and we'll use that.
