Tags aren't being saved as intended

This for loop is rewriting the tag array before the mesh is written. What's a better way to do it?

Why don't you create the tag initially then get the array from the omega_h tag api? Alternatively you can set the omega_h tag to a specific array and if you write into the array it should change the tag values.
