Re-scrape with different settings do not work

Describe the bug
I add the videos="true" in the config file or --falgs videos, but no video is being scraped

To Reproduce
I have an old cache of all medias except videos or manuals
I add the videos="true" in the config file

I do: Skyscraper -p atarilynx -s screenscraper
it runs at full speed, no downloads at all, and every entry has Video: NO

I do: Skyscraper -p atarilynx -s screenscraper --flags videos
it runs at full speed, no downloads at all, and every entry has Video: NO

I do: Skyscraper -p atarilynx -s screenscraper --flags videos --refresh
it runs at slow speed, and redownloads everything, including videos

Expected behavior
Download the media that is missing

Additional context
I'm almost sure that in past uses of Skyskraper, when I have roms with no matches, everytime that i try to scrape, it tries to get that missing matches. I'm doubting if it does for missing media

A dull answer would be "Works as designed", the code responsible for that has not been changed since I started maintaining this project. But I won't give you a dull answer.

However, with 3.17.3 I fixed a regression, the knock-on effect of that regression was that re-scraping was always done (without specifying --refresh). Thus if you tried it with 3.17.2 or a few versions earlier you might get videos automatically scraped when requested with --flags videos.

With the advent of manual and fanart scraping I might redesign the cache lookup and the resulting scraping behavior, as it is not what a user expects: When videos are requested for an otherwise cache hit for a game but the cache is lacking the video from that scrape source, the video scraping should be attempted (and only the video scraping). But I should consider the implications of the change first.

TL;DR: For the time being, please use --refresh explicitly as workaround.
