UPGRADER_ROLE validation on all chains

Validate that the UPGRADER_ROLE can be used on all chains for upgrades.

This may not be failing because the current deployment is not in a good condition.

The report for ROLES => Accounts per chain was moved to the Diamonds-Monitor so we we will work on looking into seeing if this can get working to make it easier to check on the current status.
