I think it makes sense to have separate System Updater auto-reboot toggles for when the device is in AFU mode and for BFU mode. This should be in addition to the existing ability to completely disable automatic updates, which I believe is important for user control.
At times I've had automatic updates enabled, and at times disabled. When enabled, I find it completely unacceptable that my device would automatically reboot when it's AFU, except the unrelated auto-reboot feature which has a clear defined timeout (and can be disabled altogether), but I'd like if it could still auto-reboot BFU to install updates.
