设备：MacBookPro

问题背景：
目前dockerhub国内不能使用，只能通过【./dtctl install -v 1.15.0 -r dockerhub -s mysql】方式部署，其他方式或版本都无法获取到镜像。

问题描述：
load_hook_strategy.py脚本中遍历漏洞策略

如果已经存在用户自定义规则,设置为系统规则,跳过创建
