Describe the details of the bug and the steps to reproduce it

1. docker-compose部署,1.16.0
2. 访问/deploy 异常弹窗，查看网络发现访问http://192.168.130.131/api/v1/agent/deploy?language=java&middleware=Spring-boot%2FNetty%2FJetty%2FSofa返回404
3. 下载java agent，回显status:202，且下载的agent为空

一样的问题。看了下java agent的仓库，目前最新的应该只有14.2版本，自己下载编译即可。注意编译前需要修改一下dongtai-agent/src/main/resources/iast.properties
