Provision for membership reminders
Description
Add a responsibility for the General Secretary to "remind existing members to renew their membership at the start of the academic year".
This can be actioned by a discord ping at the start of the academic year (which is when the majority of memberships will lapse) and means that people will be more likely to be members at any general meetings, and have the ability to run and vote as a result. It has the additional benefit of being far enough away from the AGM that it doesn't cause the electoral issues discussed at length in #74.
