Properly support C23

It would seem that C23 does not build at the moment, and as such we are now enforcing gnu17 to get around this issue as of HackerSM64 2.4.0. The compiler errors blocking C23 should ideally be fixed if we ever want to be able to use any of its new features.

Wait was it already fixed? I have no ability to test this out myself at the moment...
