Subject: [PATCH] Pin ruff-pre-commit at v0.17.3, its newest tag

prek-pins-current refuses v0.17.2 now that upstream has tagged v0.17.3,
so every branch fails its prek and pre-commit legs. ruff check and ruff
format pass on the whole tree at the new pin.
