feat: Translating docs into different languages

Many devs around the world are participating in HacktoberFest.
It would be helpful if we could convert the documentation into multiple languages.

This PR adds a docs translation scaffold (TRANSLATIONS.md, CONTRIBUTING updates, PR template and a small helper script). No translations included yet — I suggest we either accept manual contributor translations or enable the helper script after maintainers approve a stable translation provider (DeepL / Google Cloud). I’ll create initial translation issues after merge.
