[Changes] Toggle option to allow players to type welcome once

Right now when people type /welcome, it gets bit too spammy, hoping to have a toggle of some sort like first come, first serve system

Hello sorry for the late response but I've added a config that only allows x amount of messages to be displayed, meaning if 10 people welcome and you have the config value set to 3, it'd only show 3 welcome messages. but it'll reward all the players.
