Investigate MiniAudio as potential replacement

I should investigate whether MiniAudio is a suitable replacement for MojoAL, if I read it right it should give us:

• Better tested spatialization (Upgrade MojoAL #365)
• Embedded WAV and MP3 decoders (might even fix Sound samples do not loop seamlessly #346)
• Stream-loading (for Music should be stream-loaded #319) - even though this is currently not a precedent for the AssetRegistry
• Should still support the SDL backend

However there are drawbacks right from the get go:

• What about emitter groups and their respective volumes
• Bindings:
  • Silk currently won't help
  • MiniaudioSharp is unsupported
  • MiniAudioExNET exists, but would need fork for further platforms and potentially features like SDL backend, stream-loading, etc.
