Fractional framerates can't be saved in playlist

Using 59.94 as a framerate works when playing a video and saves in the playlist file. When loading a fractional framerate from the playlist, it appears as 0.00.

Steps to reproduce:

1. Open a .yuv video file with params 1920x1080, 59.94, YUV 422 8 bit
2. Configure Framerate as 59.94, width 1920, height 1080, YUV Format as YUV 4:2:2 8-bit.
3. Save the playlist and close
4. Load the playlist and see the Framerate for the clip now shows as 0.00

Expected behaviour:
Framerate for a clip saved in a playlist as 59.94 should persist when the playlist is reopened.
