New publications have been using the IG publisher which encourages the use of semver.org versioning with three part number with a potential for suffix.
Our two number forms should also be clarified. It would be best if this could be aligned with the major and minor definitions in semver; and recognizing that this form does not support a patch release.

The point of clarifying is to help IHE better pick when a major, minor, or patch number should be what increments on a release; and to help our IHE readers understand the impact of a new release based on the version number.
