User outcome

As a harbor master, I would like the ability to view all data that is relevant to me, so that I can perform my job with ease. As a visiting boater, I see free berths on a live harbor map so I can head straight to an open spot.

Dashboard is the primary human-facing surface of DockPulse. Mobile-friendly so harbor staff can use a tablet on the docks.

Acceptance Criteria

• Dashboard renders all berths with correct color coding
• Status updates appear within 5 seconds via SSE
• Clicking a berth opens detail view with status, sensor info, and recent events
• Works on desktop, tablet, and phone (responsive)
• Visible legend explains map colors and icons
• Harbormaster role sees harbormaster-specific surfaces (event log, settings, alerts panel)
• Map shows dock outlines / harbor borders for spatial awareness
• Handles API errors gracefully with retry
