S5: Unauthorized mooring alerts in the dashboard

As a harbor master on duty, I see unauthorized mooring alerts in the dashboard within 5 seconds, so I can respond before the situation escalates.

When a berth flips occupied without an active assignment or booking, the harbor master needs to know — surfaced at the dashboard panel level. Off-site notification is handled by S6.

Acceptance Criteria

• Unauthorized mooring detected within 5s of state change
• Alert appears in dashboard alert panel
• Alert can be acknowledged
• No duplicate alerts for the same ongoing event
