136 or 138 installations? The source data and the hub disagree

https://dataverse.org/installations (code) and https://askdataverse.shinyapps.io/dvhub/ https://ai-services.dataverse.org/dvhubexplorer/ (code) don't agree on the number of installations. The former (the source data) says 136 and the latter (which pulls data from the hub) says 138. Here's a screenshot:

They still disagree so I'm re-opening this issue:

As discussed in Slack, the next step is to work on this:

• https://hub.dataverse.org/api/installations should only show active installations by default (no query parameters) #37

Then we should open an issue at https://github.com/siacus/dvhubexplorer to make use of the new showInactive=true (or whatever we call it).

Once all that is implemented, we can close this issue.
