web dashboard: make work

as a user I would like web dashboard to work.

Issue happens primarily with instruments with many blocks configured - does not happen on instruments with fewer blocks. Possibly an EPICS_CA_MAX_ARRAY_BYTES or similar setting got lost or needs increasing.
