[Wiki] Documentation on Measures Build not detailed enough

Documentation about how to build measures is too vague :

•Download the SMM Interface from https://github.com/ITEA3-Measure/SMMMeasureApi.
•Download the Measure to build.
•Compile the SMM interface using Maven.
•Compile the Measure to build using Maven.

• Documentation shall describe at least :
  • the detailed build steps
  • the reference environment (system version, required tools version, etc.)
• it shall not assume the reader has any knowledge of the used tools.
