Bind boats to fences?

Heya,

would it be possible to have the same functionality as leads on horses, letting us "anchor" our boats to a fence to prevent them from being knocked away when they are docked at a harbor?

It'll need some rewriting of code but it is definitely possible.
I'll implement this eventually when I feel like it, but its not a priority to me atm, tx for the suggestion.
