Add filtering by job type and status to tendril jobs

Summary

Tendril jobs should support filtering by job type and/or status to make it easier to manage and query jobs.

Additional Context

This feature request comes from a use case where a user needs to identify and manage multiple jobs (e.g., plans in "Draft" state). Currently, there's no built-in filtering capability, requiring workarounds to identify jobs matching specific criteria.
