[DESIGN][LOW] Fiducial cosmological parameters are WMAP-era; update to Planck 2018 #6

The current values are pre-Planck (WMAP-era). For a simulation intended to represent realistic LISA science, the fiducial cosmology should match the current best-fit.
Fix: OMEGA_M = 0.3153, OMEGA_DE = 0.6847, H = 0.6736 (and update H0 accordingly).
