annex4-cli ("the Tool") is provided free of charge under the Apache License 2.0 as an informational utility for preparing technical documentation relating to Regulation (EU) 2024/1689 (the "EU AI Act").
The Tool does not provide legal advice. Its outputs (classification results, validation reports, rendered dossiers, change impact reports, evidence bundles, and any command-line output) are informational only and must be reviewed by qualified legal counsel before being used for any regulatory, contractual, or commercial purpose.
The Tool does not perform conformity assessment within the meaning of Article 43 of the EU AI Act. Where the EU AI Act requires conformity assessment by a Notified Body, that assessment must be obtained separately and cannot be substituted by the use of this Tool or its outputs.
Use of the Tool does not, by itself, render an AI system compliant with the EU AI Act or any other applicable law. Compliance is the sole and non-transferable responsibility of the provider of the AI system.
The Tool ships with a versioned regulation data pack reflecting the authors' reading of the EU AI Act at a specific date stated in the pack metadata. The EU AI Act is subject to delegated acts, implementing acts, interpretative guidance, and harmonized standards that may post-date the regulation pack. Users are responsible for verifying that the regulation pack version they use is current for their intended purpose.
The Tool is provided "AS IS" without warranty of any kind, express or implied, including but not limited to warranties of merchantability, fitness for a particular purpose, accuracy, or non-infringement. See LICENSE for the full Apache-2.0 warranty disclaimer.
To the maximum extent permitted by applicable law, in no event shall the authors or contributors of the Tool be liable for any claim, damages, or other liability, whether in an action of contract, tort, or otherwise, arising from, out of, or in connection with the Tool or the use or other dealings in the Tool.
The Tool runs locally on the user's machine. It does not transmit user data to the authors. No controller-processor relationship under GDPR Article 28 exists between the user and the authors by virtue of using this Tool.
"EU AI Act" and "Regulation (EU) 2024/1689" are references to official acts of the European Union. The authors are not affiliated with or endorsed by any EU institution, Notified Body, or harmonized-standards organization.
If you believe the Tool misrepresents a provision of the EU AI Act or any related legal instrument, please open a GitHub issue using the "regulation-issue" template. The authors will review in good faith but make no commitment to any specific remediation timeline.
