As show below, I don't see any context actions, both through hover&wait as well as the context menu (as shown below).
This happens in IDEA Ultimate that I use at home (on Windows 11) as well as PhpStorm at work (OSX 15.0.1).
Both IDEs were up-to-date as of this writing.
