Can't open custom shortcut manager

I had the same problem but with a different directory.
The solution was:
Search the registry for the directory in the path. In this case:

Microsoft.4297127D64EC6_2.2.2.0_x64

That should come up with a result that has the name of the application that uses that directory. I then went and uninstalled that application and then I could access the custom shortcut manager again. Problem solved.

Thank you sincerely for your help. Your solution truly helped me resolve my issue. It turned out to be a partially uninstalled Minecraft launcher (I realized this through the registry). Completely removing the program solved the problem.
