PTX: investigate if custom NVVM Reflect pass is still needed

Upstream's version is gaining additional optimizations, e.g. llvm/llvm-project#81189 and llvm/llvm-project#81253, so we should use that version if possible (and IIRC with NewPM it's possible to use the target's pipeline customizations).
