[Framework] Add Issue Thread Analysis to evaluation workflow

Context

The refined-github #9128 post-mortem revealed that maintainer comments in issue threads were not being systematically captured. A January 14 comment about resize handling was missed entirely.

What was implemented

• Phase 02: Full Issue Thread Analysis section with extraction checklist
• Target file template: Issue Thread Intelligence section
• Phase 04b: Check 1c (Issue Thread Coverage)
• Rules: quality-gate.md and contribution-workflow.md updated

What still needs attention

• /evaluate skill should include the thread analysis step when built ([Skill] Build /contribute orchestrator skill #33)
• Consider a script in scripts/ that fetches and formats all issue comments for review
• The pnpm evaluate command should include thread analysis in its output
