it opens in the background, but the UI doesnt get shown seems to be a net update bug.

reinstalled needed microsoft tools and such still no go.

Not a solution for you but I wanted to mention somewhere, after modding an original ME 1 saved game, I was getting 'bad name index 35530/4053' crash every time I loaded the Normandy engineering deck, solution was to restart my computer, maybe it was a GPU or RAM cache issue. Seems to be fixed now, truthfully not sure if the Trilogy Save Editor caused it, if not it was one hell of a coincidence. Not an ongoing issue so I don't want to make a ticket for it.
