how to get the dataset ?

I am now want to run this command ,but what is  DATA_ROOT  and CONFIG_FILE? 
./run_script.sh -d <DATA_ROOT> -c <CONFIG_FILE> train.py

I am interest in gauge-equivariant convolutional neural networks ,could i ask u some question about it ?
